Soumaila Traore is being supported to obtain his PhD in International Relation and Diplomacy with focus on Global Health Diplomacy at The Centre of Diplomatic and Strategic Studies (CEDS) in Dakar, SenegalThe program focuses on the challenges facing health diplomacy and how they are being addressed by different groups and at different levels of governance. As health transcend its technical field, it also deals both at the diplomatic issues, security and health levels, social, legal, economic issues, and commercial agreements.

Salcedo Doctors Hospital (SDH) in Salcedo, Eastern Samar, Philippines is a hospital located in Eastern Visayas, an administrative region of the Philippines (Region 8). As of 2020, the Eastern Visayas region has a population of 4,547,150. There is a lack of specialized medical care and women's health services in this area. The nearest medical center for obstetric and gynecological care is the Eastern Visayas Medical Center (EVMC) in Tacloban, 125 km (3 hours by car) away. With funding from the Institute for Global Health, this hospital will be transformed into a regional center of excellence for women's health. With the appropriate infrastructure, this facility will provide an exceptional environment for women in the community to gather, receive quality health care, and experience positive health outcomes, all under one roof. It will be a place where health care providers can be empowered to develop expertise and meet the needs of the greater community. Gynecological screening for surgical disease will be quickly followed by the implementation of low-risk obstetric pathways. Ancillary staff training will begin, focusing on safety algorithms and collaboratively developed order sets. As funding becomes available, equipment, instruments, supplies, and drugs will become available. A general practitioner with obstetric training, a local obstetrician/gynecologist, and a midwife have been contracted to staff the SDH clinics. In addition, a local gynecologic surgeon is expected to rotate with EVMC residents to perform gynecologic surgeries and see patients for gynecologic consultations. Local nurses will serve as floor nurses, operating room nurses, clinic nurses, and L&D nurses. A general surgeon has been identified to provide surgical support. A general practitioner trained in obstetrics, a local obstetrician/gynecologist, and a midwife have been contracted to staff the SDH clinics. In addition, a local gynecologic surgeon is expected to rotate with EVMC residents to perform gynecologic surgeries and see patients for gynecologic consultations. Local nurses will serve as floor nurses, OR nurses, clinic nurses, and L&D nurses. A general surgeon has been identified to provide surgical support. A well-established network of community health workers will be contacted to encourage the use of this Women's Center of Excellence at SDH for both preventive health screenings and obstetric and gynecologic care. In addition, the use of social media, which has been very successful in the past, will be used for outreach. We anticipate that faculty, fellows, residents, nurses, and students will rotate in coupled with monthly video case conferences to review challenging clinical management issues. A local sonographer will rotate weekly to perform both prenatal and gynecologic ultrasounds. Complex obstetric ultrasounds will be read remotely at Northwestern.
